In one instance, he is saying there is no need for the poverty index but on the other hand, he appreciates that he has made some serious progress 2938 PARLIAMENTARY DEBATES October 22, 2008 by climbing up the ladder! This is the more reason we need the poverty index to know where we are going and whether we are making progress. Is he in order to mislead the House when he is making very good use of the poverty index?"
