    "content": "Mr. Speaker, Sir, we need to appreciate where we have come from and where we are going. We have had a huge backlog of work to be done. For several years, roads were not maintained. We are simply trying to catch up by trying to deal with the backlog. Unfortunately, we do not have sufficient resources to deal with all these at the same time. Mr. Speaker, Sir, unfortunately, we have a problem of contractors who may not have the capacity to handle the volumes of work available. This is not something that we can deal with immediately. We will need legislation in this House - and we are coming up with that - so that we can deal with this matter comprehensively."
