    "content": "Mr. Speaker, Sir, I am really surprised to learn that the formalisation of the process is not yet ready and yet, I remember that, in the year 2000, when KANU was co-operating with NDP, the then President of this country came to Kisumu and announced that, from that time, Kisumu would be a city alongside Mombasa. So, I wonder when the process will be formalised! Who is supposed to formalise that process? Thank you, Mr. Speaker, Sir."
