    "content": "On a point of order, Mr. Deputy Speaker, Sir. With due respect, we need the indulgence of the Chair. We are talking about a community that has been marginalised over the years, namely, during the colonial times, the late Mzee Kenyatta's and Moi Governments. Today, the Government cannot get one or two Turkanas who are qualified to be recruited as drivers. Could the Assistant Minister consider transferring the eight other non-Turkanas to the Central Government and recruit eight Turkanas afresh? This is one way of empowering the local community."
