    "content": "Mr. Deputy Speaker, Sir, I do not administer the scheme of service. It is administered by the Public Service Commission in conjunction with the various Permanent Secretaries. When it was prepared, there were wide consultations within the Government. However, if a waiver is given for the 17 Turkana drivers, then my hands would be untied and they can be employed. I was recommending that since there are more vacancies in the various Ministries, some of which were advertised in June, these 17 Turkanas who were left out by the scheme of service and lack of a waiver can be considered."
