    "content": "Mr. Deputy Speaker, Sir, having considered your ruling, this employment of drivers was done in a fraudulent manner. Parliament cannot allow fraudulent recruitment to be sustained. The Assistant Minister has just said that some of these people were born in Turkana. In part \"(a)\" of the Question, I asked him to table the names and the home districts of the drivers in order to address that kind of concern. It is only one person whose home district is Turkana Central. The rest are not original Turkanas. What is the point of the Assistant Minister advertising for drivers in Turkana if he was not looking for drivers from that place? The other day, I demonstrated the degree of co-relation between the membership of the panel and people who finally got jobs. They are related to where they came from. I invoked the provisions of the Public Officer Ethics Act. The Assistant Minister wants to tell this House that he does not care about the laws of this land, when nepotism is being practised and bona fide Kenyans are denied their rightful employment!"
