    "content": "On a point of order, Mr. Deputy Speaker, Sir. This Question raises something very fundamental, called a scheme of service which is being used for purposes of recruitment in this country. We know very well that unemployment is a very serious and sensitive issue in this country. In view of the fact that, that document is a major policy document and it has never been brought to the Floor of this House as has been ruled from the Chair on several occasions; that Ministers must bring major policy documents to the Floor of the House, where Kenyan people are represented, would I be in order to request that the Chair defers this Question, so that the Minister in charge of Public Service can address a fundamental issue? This issue will take us round in circles. I plead with the Chair!"
