    "content": "On a point of order, Mr. Deputy Speaker, Sir. I do agree with what the October 16, 2008 PARLIAMENTARY DEBATES 2801 hon. Member has just said. But I want to add that this problem is wider than what we are seeing here. We have a national problem. Kenyans are not being recruited on merit. Indeed, during the last three recruitment exercises into the military, Administration Police and regular Police, especially in my constituency, unless you paid between Kshs20,000 to Kshs100,000, you would not get a job. The recruitment exercise takes a whole day, so that its completion ends at night when money would change hands. Could this Question, therefore, be deferred so that we can address this issue as a national problem? It is a cancer that we must get rid of if we have to employ Kenyans."
