    "content": "Mr. Deputy Speaker, Sir, KSDF was started in 1992. In 1997, the rate that was being charged was 7 per cent. But it was reduced to 4 per cent. So, it is a system that has been in place since 1992, to the current levels of 4 per cent. So, you can realize that the Government is taking that initiative to lower it further from 7 per cent to the current 4 per cent."
