    "content": "Mr. Deputy Speaker, Sir, from the response given by the Assistant Minister, it is clear that we will have to depend on the goodwill of the Government to agree on the issue of cost-sharing if the commercial deposits of oil and gas are found in northern Kenya. While the goodwill and the gentleman's agreement maybe something that we are used to, it might not work if it is not embedded in the law and existing policies. What kind of policies or necessary laws does the Ministry intend to come up with to ensure that the local communities benefit from the exploration of oil in northern Kenya?"
