    "content": "Mr. Deputy Speaker, Sir, as I said earlier, we have engaged the services of consultants. These are specialists in this field. We are doing this assignment jointly with the NORDIC Development Fund. The consultants who have been going around the country doing the classification will have taken account of the various factors including population, economic activities in any specific area and the traffic volumes involved on the various roads. Once this classification is given to us and adopted, we will then decide on the modalities and levels of funding for each category of roads. This is really the essence of the whole exercise, so that it can be put into the Ministry's plans and become eligible for funding. This is to ensure that all roads are classified appropriately and then funding is sought and allocated appropriately."
