I agree that there are some communities with very few qualified people, and they should be considered, especially when they are very qualified. We can even send them back home to work there because they have the interest of the community at heart. I want to inform the hon. Member that we advertise for these jobs and we pick the most qualified people. For the last three weeks, we have been advertising for Chief Executives in the newspapers. In case there are areas which we have not complied with, I want to assure the House that we will try to comply."
