(a) Is the Minister aware of an imminent outbreak of Rift Valley Fever (RVF) in Turkana North and Turkana Central Districts and that the same has been reported in South Sudan? (b) Considering the lack of basic veterinary services and personnel in the region, what urgent measures is the Minister instituting in order to protect the country from the disease which could wipe out all the surviving livestock in the pastoralist districts in Kenya? Mr. Deputy Speaker, Sir, the Minister owes us an apology because I am asking this Question for the second time."
