    "content": "Mr.Deputy Speaker, Sir, this problem is not unique to Ijara Constituency alone. In my own constituency, since the 2005/2006 Financial Year, I have had four dispensaries October 15, 2008 PARLIAMENTARY DEBATES 2761 which have not been manned, despite the fact that this matter was raised and discussed at the level of the CDF and the Ministry. Some nurses were employed, but part of the problem is that the Ministry officials send relatives to be employed there and they immediately transfer them back to Nairobi or other places. As a matter of policy now, could the Assistant Minister consider what, perhaps, the Teachers Service Commission (TSC) has done, by ensuring that those employed in those districts sign a contract to serve for a minimum of five years to avoid the situation that they have been perpetuating?"
