    "content": "and creation of jobs. So, I urge the Minister to fight for our local authorities to get the powers from NEMA to approve our building plans. Mr. Deputy Speaker, Sir, another thing that I would like to add my voice to is that our mayors are under siege by the councillors, because they have to be elected by them after every two years. So, they surrender to the whims of the councillors rather than to that of the public. They constantly have to appease them and are blackmailed. This is not good for the country and the local authorities themselves. It is about time we amended our Constitution to have our mayors elected directly by the voters, and serve for a full five-year term. In some countries like the United States of America (USA), even the Metropolitan Police are under a mayor. Recently, in London the Commissioner of Police submitted his resignation to the mayor and not to the Prime Minister or the President. I would also like to support Mr. ole Metito that the councillors should be paid fair wages, and paid directly from the Consolidated Fund instead of having to struggle with the local authorities which have small revenue bases. With those few remarks, I beg to support."
