    "content": "Mr. Deputy Speaker, Sir, when I addressed farmers in Nithi Constituency, it was out of frustration. Whatever fertilizer we are bringing in is due for the long rains. This will affect the farmers in the North Rift. Immediately I went public, the Government in consultation with the Office of the President and the Treasury has authorised the expenditure of Kshs400 million worth of fertilizers. As I speak, the process of procuring the fertilizer is going on, so that we can procure fertilizer in the domestic market for the short rains."
