    "content": "Mr. Speaker, Sir, in the recent past, the Government has been very generous about the creation of new districts. This is a welcome move, but unless we plan for these districts, they will not serve the good intentions that the Government has. If you seek services from one Ministry, they keep on referring you to another one yet they are supposed to work in a coherent way. What plans does the Ministry of State for Provincial Administration and Internal Security and the Ministry of Finance have? They talk about the Medium-Term Expenditure Framework and quite a number of other things. What arrangements do these Ministries have for the next two years? Through a phased approach, how will the Ministry reach the new districts which are about 100 now?"
