    "content": "Mr. Deputy Speaker, Sir, unfortunately or fortunately for the Assistant Minister, he comes from an area which is as affected as Turkana South District. I would like to remind him about collective responsibility and how Parliament operates. Our role in Parliament is to question the Executive. We are telling the Assistant Minister that a similar situation arose here when we questioned the process of recruitment of chiefs. You cannot have anybody applying to be recruited as a chief, because the qualifications are very high. Can the Government reconsider the requirements for employment of chiefs and drivers instead of the Assistant Minister telling us that he cannot change the scheme of service? We see him as part of the Government. So, if tells us that he is not able to do something, he is telling us the Government is not in a position to do what they are being asked."
