    "content": "Mr. Speaker, Sir, the difficulties of awarding loans to all post-graduate students has to do with how much money is available even for the undergraduate students. Assume 1,000 students wanted to pursue post-graduate studies. The total cost would be Kshs300,000 per annum per student for four years, which would be about Kshs300 million for those students. So, in terms of equity, we would be denying many other undergraduate students an opportunity, and yet if you already have a first degree, you have a better chance of finding something to do compared to someone who has not already enroled in university. Secondly, we are thinking, in award of these funds, of a programme which will be supported by the Ministry, that will specifically target post-graduate students. We have to set aside some money, so that they do not have to \"eat\" from the money available for many disadvantaged undergraduate students. With regard to whether there is any money available for post-graduate students, yes, there are limited scholarships, which go to students who have a First Class or Upper Second degrees, but they are not many. So, we need to have a comprehensive plan without taking from the many undergraduate students who need support."
