    "content": "Mr. Speaker, Sir, the Assistant Minister has indicated that there was Kshs1.340 billion in the 2007/2008 Financial Year, and that in the current financial year, there is a further Kshs1.685 billion, which the Government has given to the HELB, which means there is continuous recovery of the loans and the Government is continuously giving further funding into the HELB. How then do we promote improvement of our education when the Assistant Minister says that we are limited in resources and yet there is collection? What is the transparency in application for these loans?"
