    "content": "Mr. Speaker, Sir, while I appreciate the limitations of the Minister with regard to the CDF allocations in this country, we all know that he is in charge of the Ministry of Planning, National Development and Vision 2030, whose statistics are pegged on resources from the Ministry of Finance. In terms of policy decisions and planning, what does the Government have for northern Kenya besides creating a Ministry that does not have enough resources? What is the Minister going to do, as an alternative strategy, to develop northern Kenya?"
