    "content": "Mr. Speaker, Sir, the Assistant Minister, in answering the Question, has admitted that the Ministry of Education has not been able to audit books all over the country. We have free secondary school funds that have been given to schools and yet, no audit has been going on. There are two bodies that audit Government accounts; the Controller and Auditor-General and the auditors from the Ministry of Education. Could the Assistant Minister tell us where the bottleneck is? Could the Assistant Minister tell us the timeframe so that, by the time the Government disburses all the funds for free secondary school education, there will be proper accounting?"
