The institutional memory of the House is such that there was a ruling in the Ninth Parliament that Papers must be in Room 8 and also with the Clerk of the National Assembly. That information has been confirmed to me. That was not complied with at the moment when the Chair took the seat. 2434 PARLIAMENTARY DEBATES August 7, 2008 So, under the circumstances, the Chair will not bend the rules for anybody. This is a tradition that by now, you must all be acquainted with. I am not about to bend the rules! It was brought to my attention and, indeed, I have to follow the ruling that was made by the Chair.
