    "content": "Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Is the Minister aware that as a result of the drought and biting famine, Kenyan pastoralists from Turkana North and Turkana Central districts have migrated to Uganda with their livestock, setting the stage for violent conflicts over pasture and water? (b) What urgent measures is the Minister taking to ensure that Kenyan and Ugandan pastoralists share these scarce natural resources in a peaceful environment? (c) What permanent measures is the Minister putting in place to ensure that pastoralists across the external boundaries of Ethiopia, Sudan, Uganda and Kenya can exploit these common resources in a sustainable and secure manner?"
