    "content": "Mr. Deputy Speaker, Sir, the fact that there is no single candidate from Samburu District that has been nominated for the commonwealth scholarship for the last ten years is an indication that there is total discrimination in the Government and further marginalisation of the marginalised communities. However, considering the high poverty and illiteracy levels in that part of the country, could the Assistant Minister consider giving an affirmative action to ensure that the candidates who merit and are interested in such scholarships are not left out?"
