    "content": " Mr. Deputy Speaker, Sir, hon. Kioni requested for a Ministerial Statement on the staff changes that we have made in the Ministry of Water and Irrigation. I wish to read the Statement. I changed the membership of the Water Services Regulatory Board, which is under my Ministry, for the following reasons:- (i) Incompetence and mismanagement of financial resources allocated to the Board on recommendations made by the Inspector-General of State Corporations on June, 2008. I have a copy of this report. Any hon. Member who would like to look at it, can do so."
