    "content": "Mr. Deputy Speaker, Sir, I would like the Minister to clarify the following: This was a contract between civil servants and the Government. The Government is now in breach. Why did it take over one-and-half years for the Government to make a decision on whether to sell the houses or not? Secondly, the remarks made by the Permanent Secretary, Mr. Tirop Kosgey, and one of the Assistant Ministers, have really demoralised the civil servants in question. They said: \"It is not the concern and business of the Government to know how you raised the monies.\" Some of the civil servants in question took loans. Since the Government has rescended the decision to sell the houses, those civil servants will incur losses. Is the Government willing to consider refunding the money with interest?"
