    "content": "to ask the Minister of State for Provincial Administration and National Security:- 2388 PARLIAMENTARY DEBATES August 6, 2008 (a) Is the Minister aware that, as a result of the drought and biting famine, Kenyan pastoralists from Turkana North and Turkana Central districts have migrated to Uganda with their livestock, setting a stage for violent conflicts over pasture and water? (b) What urgent measures is the Minister taking to ensure that Kenyan and Uganda pastoralists share the scarce natural resources in a peaceful environment? (c) What permanent measures is the Minister putting in place to ensure that pastoralists across the external boundaries of Ethiopia, Sudan, Uganda and Kenya can exploit these common resources in a sustainable and secure manner?"
