    "content": "Mr. Deputy Speaker, Sir, given that this Ministry has been given the responsibility to protect the lives and property of Kenyans even in the absence of a lwa for compensation in the present legislative framework, could the Assistant Minister consider making some payment in the form of ex gratia payment to compensate these people who have suffered as a result of activities of these animals? Given that it is the failure of the Government to provide security that is causing the hippos to get out of the lake and kill human beings, could he consider giving compensation in order of ex gratia payment for these people who are affected?"
