    "content": "Mr. Deputy Speaker, Sir, I have looked at the Statement that has been presented by the Minister and he has not actually covered what I wanted to find out. But all the same, my interest in this Statement emanates from the fact that Mumias Sugar Company Limited is the company that is interested in investing in the Tana Delta Sugar project. Mumias Sugar Company is within my constituency. It serves my constituency and 11 other constituencies around it, covering a population of nearly 2,000,000 people. We have been told that the community around the Tana Delta is opposed to the building of this factory in the Tana Delta. In view of this, there has been a lot of demonstrations in that area. In the Minister's own assessment when he visited this area, and in the assessment of the Government, is it safe for Mumias Sugar Company to go and invest in that area, when the pastoralists who are affected by the building of this factory are opposed to it, because they do not have a place to graze their animals?
