    "content": "Mr. Deputy Speaker, Sir, I wish to seek a Ministerial Statement from the Minister for Higher Education, Science and Technology regarding the development assistance for the education sector, granted to the Government of Kenya by the Kingdom of Saudi Arabia to the tune of Kshs750 million in 2007. In the Statement, I wish to seek clarification on the following issues: First, whether the said amount of money has been received by the Government of Kenya and has been lying at the Treasury since February, 2008. Secondly, why the said amount has not been appropriated for the use of the proposed Pwani University which is in dire need of among other things, a library and hostel accommodation for students, which are yet to be completed. Thirdly, when will the said amount be appropriated for the use by Pwani University to assist in the construction of the facilities enumerated above?"
