    "content": "Mr. Deputy Speaker, Sir, there are three agreements that were signed in accordance with the provisions of the concession. It was done jointly. The first one was done between Kenya and Uganda. The other one was done between Kenya and Rift Valley Railways (RVR). The third one related to what the hon. Member has said. It was done jointly with the Ugandan Government. Yes, payment was made 45 days after the commencement of the operations. That is carried as a provision in the third agreement and it is within the law."
