    "content": "Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security. There appears to be a terrorist on the loose in this country. Acknowledging that the month of August is a month we associate with 2334 PARLIAMENTARY DEBATES August 5, 2008 terrorist attacks in this country, could the Minister issue a Ministerial Statement, assuring Kenyans of their safety, and that, particularly, no Kenyans will be arrested and locked up on the basis of giving refuge to terrorists? Mr. Deputy Speaker, Sir, could he explain the circumstances under which so many Kenyans are being arrested over an alleged terrorist, who has been operating in this country for a number of months in the full knowledge of the security arms of the Government?"
