    "content": "Mr. Speaker, Sir, this is a very important issue to this country. There is congestion of cargo at the Port of Kilindini and the railway is unable to move the cargo. This is depriving the economy of Uganda, Rwanda and Burundi of the goods and services that they are supposed to be provided by this Port. Now, we want to put another equal size of berths within the same area, yet we are not able to move the cargo which is already there. Some years back at the opposite side of Kilindini, Dongo Kundu Project was done and it is complete and it contains three berths which were going to take care of the addition to the Port of Mombasa. On top of that, it was also to create a bypass of Mombasa. This House should not guarantee this loan of Kshs16 billion from the Japan Bank for International Co-operation because it will be used to cause congestion at the port. Could he consider scrapping what they are trying to do and move to Dongo Kundu which was prepared for creating a berth so that the same project can undertake the bypass of Mombasa, thus creating jobs for Kenyans and allow people to put more industry in the place and allow investments to go on?"
