    "content": "Mr. Speaker, Sir, I thought I am being guided by the laws of Kenya. I am in Kenya and I am guided by the laws of Kenya. I will only declare this person dead after seven years. That notwithstanding, on humanitarian grounds, I have directed that the family of this gentleman must continue staying in a house in the police compound. That is the only thing I can do. My hands are tied! Mr. Speaker, Sir, the hon. Members can bring an amendment to the law to change the time frame from seven years to one year, six months or four months. But so far, my hands are tied!"
