    "content": "Ministers go to create subsidiary legislation, that is, regulations or rules, which have been a hindrance or a problem to even the application of the main legislation. For the Minister to have brought these rules for us to look at them and have a chance to make amendments so that it is easier for us to operate, then he should be commended. He has done a good thing and such a thing should be encouraged. It should be noted that when we pass legislation, it is the property of the House. We want such legislation to be good for the country. They should not go out there to make funny rules, gazette them and then all of us are shocked. It is good for all legislation, including subsidiary legislation to come to this House so that we can make necessary amendments.
