Therefore, this Motion cannot be debated. Section 45 was deleted by the Constitution of Kenya (Amendment) Act No.3 of 1999. Therefore, this Motion, in its current form, cannot be before this House. It is not properly before this House, and it must be withdrawn. Thank you."
