    "content": " On a point of order, Madam Temporary Deputy Speaker. The amendment should be stated as a Motion, \"that this Motion is amended by deleting and inserting words\". I thought that the Clerk-at-the-Table should have helped the hon. Member to draft a proper amendment, so that it can be seconded. Basically, the spirit of it is that he is deleting the part where non-Members of Parliament are to be included in the PSC, and that is basically the spirit of the Motion. That negates the Motion completely."
