    "content": "Mr. Speaker, Sir, I would like to say that the BCG Vaccine is a very tricky one. We used a lot of vaccines during the post-election violence in the Internally Displaced Persons (IDPs) camps. Each vaccine contains 20 dosages. Once we use it on even one baby, we have to throw the rest away. As a result, this fore-casting was not anticipated. That is why we lacked BCG in particular. All the other antigens were available."
