    "content": "Thank you, Mr. Speaker, Sir. First of all, let me correct the Assistant Minister that Teso/Amagoro has two districts but is one constituency. That is for sure unless, the Assistant Minister is living in another country. We have been doing this constitutional process and they are in the Bomas of Kenya asserting the Boundaries Commission. We also said, under the devolution, that to cure the political mess with the districts, and it turned out we were right, let each constituency be the centre of administration because it is about provision of services to the people. Could the Assistant Minister commit to this House, that as they go out creating these districts, they will do it on a temporary basis so that when we conclude the process of constitutional review, each constituency shall share national resources and services in an equal and equitable manner?"
