    "content": "Mr. Speaker, Sir, indeed, I have said that the creation of these districts have got to be ratified by a Bill of Parliament through the amendment of the 1992 Act. So, the Member is, indeed, right to say that the arrangements in a way are not completely legalised until those amendments are passed by this House. I also agree that since it is a requirement by the people of Kenya, maybe, through the constitutional review, we should then agree that every constituency also becomes a district."
