    "content": "(Mr. Omingo): Thank you, Madam Temporary Deputy Speaker, for giving me a chance to contribute to this Motion. I, indeed, support it for following two fundamental reasons. First, I have been a victim of circumstances in the popularly known organised youth groups, who apparently show their face ordinarily just before elections, during elections and vanish after the elections. Secondly, I support this very important Motion for the simple reason that I have love for the youth. Time and again we are told that the youth are the leaders of tomorrow, which tomorrow never comes. In view of the comments put across ably by my colleague and the previous speaker, we need to tidy up this a bit, but the Motion has fundamental issues that must be addressed. It is critical that all of us face this issue squarely, instead of burying our heads in the sand, for this way nobody will win. We know why these things happen. As the previous speaker said, it is the politicians who use their financial ability and muscle to recruit youths, use them and dump them after elections. This is a shameful thing that must not be allowed to happen in a modern society. There is an implosion in the youth that, unless it is addressed, is going to burn this country, as happens after elections. Madam Temporary Deputy Speaker, I want to give an illustration of how an organised youth group started appearing in Kisii, where I come from. There is a popular youth group known by the acronym \"KEBAGO\", which means \"Kisii Educated Boys and Girls Organisation.\" These young people went to school, and they were told: \"Tomorrow, you will lead.\" They have never led until today. They have realised that they only spent time in school, and they have been clapping for elderly leaders with financial muscles, and that nothing else happens. One of the previous speakers said from the Floor that I am also a leader. Yes, I am a leader, but I became one after wading through the \"mud\", being clobbered and remained persistent. That is why I am here today. In 1979 and the 1980s, we had a popular song which said that the youth were the leaders of tomorrow. I can tell you for a fact that people who were leading in 1963, are still in power. We voted for them. Our children have voted for them. They are still in power. Our grand children are voting for them. Then you say that you want to liberate the youth and give them a traditional pie! I want to offer free information to the Select Committee being formed. This is an issue we can address if only we address it squarely, without beating about the bush. We must create deliberate policies to employ our youth. That is the only thing we must do. We must empower the youth to create jobs and wealth amongst them. We should facilitate them to use their energies, not to clobber others, but to be productive if we want to grow. Madam Temporary Deputy Speaker, Sir, there is moral decay in society. Some of the leaders we are emulating have got no morals. Can we stand to be counted? What legacy are we leaving behind as leaders? Even we, in this House, can we be examples of good leaders, so that we can be role models to be emulated by the youth of this country? When the youths of this country July 23, 2008 PARLIAMENTARY DEBATES 2029 are told: \"I can steal from you and if you agitate, I can give you a share of the cake,\" we are telling them to also agitate and boycott mock examinations, refuse to stay in school and demand DVDs in boarding schools. That is simply because we have bad moral examples. It all starts with us, as a leadership. So, as we deliberate on this matter, it must be a case of self-examination, as leaders of this country, to be able to deal with these issues squarely. We were told that we will do everything it takes to ensure that things go right, including pledges that no stone would be left unturned. At the end of the day, when you are elected using the"
