However, money to do with issuance of title deeds, survey, adjudication and workers' salaries has not been factored in. Since we have been allocated very little money to use on administration in our Ministry, we are unable to manage all the demands from all over the country. However, if we are given the money, honestly, we shall do these things even in one or two years time."
