People's land has been taken by force by some people in very high offices. That is why I want to stand by Mr. Orengo. I know he means well, but truly, there is a vice he must fight in that office, which is big time. As one of the chief gurus in fighting graft said, corruption mutates itself into various forms. When you crush one head of corruption, another head emerges. It mutates itself and it has the capacity to fight back. Can we stand to be counted in terms of service delivery? I will hate to see us fail, simply because we are being swallowed by the nature of the way we have done things. I think it is important; I remember that I addressed my colleague, the former Minister for Finance. I said that unless we give capacity to our staff, they will always resist what we are doing and what we want them to do. I want the Chairman of the Public Accounts Committee (PAC) to confirm what I am saying. The Treasury refused to computerise, because they wanted to continue running on a manual system, which enabled them to pull out paper and continue with graft. I want to imagine that---"
