    "content": "At the same time, I would like to emphasise that we shall have laws to cater for the non- motorised means of transport very soon. We cannot just do that overnight. The study is going on and we are almost through. However, for the safety of non-motorised means of transport and riders, the local authorities have the right to enact by-laws as an interim measure before we publish our law or have the law in place."
