    "content": "Mr. Speaker, Sir, as the old adage says, \"A loaf in hand is better than none.\" So, we have intern teachers who will be employed for two years. They will earn whatever they will earn, but after two years, they will be assured of being absorbed in the mainstream employment opportunities. The current Budget does not allow me to employ more teachers other than the additional 6,000 teachers that have been provided for in the Budget. There is no way I can change the ceiling provided by the Ministry."
