Therefore, it is unconstitutional for a Minister to act in a Constitutional Office. Is it in order for Mr. Michuki, who is quite an efficient Minister, to stand here and issue a Ministerial Statement for an Executive Office, while he is in an acting capacity? I seek your guidance."
