"content": "Order! Order, hon. Member! The bulk of hon. Members here are freshmen! Parliament, itself, through none other than inviting the former Speaker and people who have been in practice in the House of Commons in the UK, gave Parliament three days a seminar on parliamentary practice. It is still coming out very clearly that we are not taking time to understand our Standing Orders and understand how we should conduct debate and points of order on the Floor of the House. When you rise on a point of order, you are showing what is not in order! You are not engaging in debate that either touches on the conduct of the Ministry, itself, or the July 17, 2008 PARLIAMENTARY DEBATES 1949 conduct of anybody else in this House for that matter. You simply have to indicate what is not in order in your presentation."
