    "content": "Mr. Temporary Deputy Speaker, Sir, I stand to support this Motion. I wish to start by commending His Excellency the President for finding it fit to create such a Ministry. I would also like to congratulate Mr. M. Kilonzo for being appointed the Minister. I do not believe, personally, that he could have had a better Ministry. In fact, I am surprised he studied law and not urban planning. I may not have come to Nairobi as early as my friend Mr. Muthama - I certainly found the Serena Hotel - but even in the recent past, we have seen the deterioration of Nairobi in terms of infrastructure, ease of movement, compliance with by-laws et cetera . Mr. Temporary Deputy Speaker, Sir, I wish to start by saying that even as the Ministry faces the challenge of a bigger area, it is very important that we start dealing with issues of respect for our rules and by-laws. If we are unable to have the courage and guts to handle hawkers, illegal structures, people selling by the road side and people who do not observe traffic rules, what chance do we have of achieving our stated objective of creating a first class metropolis that will achieve so much for Kenya?"
