    "content": "On a point of order, Mr. Speaker, Sir. I do not know how to put it. I probably would have to explain in elementary terms. We buy power from KenGen at a lower rate than from the IPPs. The IPPs charge more than KenGen. Mr. Speaker, Sir, what he gave us is the generation capacity; IPPs give us 16 per cent. IPPs sell power at a higher unit rate. The Kenyan consumers buy this power from the generators. What percentage of our power purchase bill is consumed by IPPs? It cannot be 16 per cent! It has to be higher!"
